Is there a program that shows a list of all registered global hotkeys in the system?

How do you keep track of which hotkeys have already been assigned and which have not, and which are global from prog, so that when you assign new ones in a program or write an AHK script, there is no conflict.
Only in the text document manually to write down?
Is there any program for this?

Windows still does not have a "single complete list" of such hotkeys. And the list of local ones is simply difficult to compile.
For example, here is a utility, but its capabilities are limited: www.nirsoft.net/utils/hot_keys_list.html
