The task is to create a local payment/accounting system on a local cryptocurrency fork.
1. i.e. a fork of a cryptocurrency without mining is being created with a single emission center at an enterprise, collective farm, university.
2. The issuer is paid 100,000 tr. it issues 100,000 Alt Ether, an altcoin.
3. With these altcoins, through a smartphone with NFC and / or cards with NFC chips, they pay workers / students / collective farmers for work, they pay stepukha, part of the salary.
4. Members - can pay with altcoins in the canteen, for the hostel, etc.
5. An important difference - participants can settle BETWEEN THEM - offline (which requires an altcoin)
5.1. as a payment terminal a smartphone with NFC and a special program
5.2. in a cheap version - a student / perpod / worker is credited with 5,000 altcoins to an NFC card, he pays with this card in the canteen to the cashier from the card to a smartphone with NFC that reads the NFC card with a special program
5.3. if necessary, it is possible to charge to an electronic wallet installed on a student's smartphone with an NFC chip - then he can transfer money directly to the cashier's wallet
5.4. a student can transfer part of altcoins from a wallet from a smartphone from an NFC to an NFC card and vice versa (for example, sell their altcoins for rubles to a roommate who constantly eats in the canteen and who lacks 5,000 Altcoins)
6. At the end of the month or upon request, the accounting department changes (repays) altcoins - the canteen for rubles - she pays salaries for rubles and buys food.

Advantages - no commissions, taxes, ease of calculation.
Not required: Anonymity, mining, transaction fees.

Required: The impossibility of unauthorized emission (issuer 1 accounting), offline payments, the ability to use NFC cards as a cheap version of a smartphone, the use of a smartphone as a payment terminal.

Optional: smart contracts - for the possibility of periodic write-offs - for example, dorm fees

Nowhere can I find an example of such an implementation. Has no one thought of it? Or there are technical problems with writing altcoins to NFC chips and calculating them offline.
