Is there a multi-level task manager?

Good day, please advise a free manager for personal tasks, not teamwork.
Where there are several levels, usually where I saw (Remember The Milk, Wunderlist) there are a maximum of 2-3 (list, task, subtask).
It is desirable to be able to create a more complex hierarchy of 4 or more levels:
That is, the ability to create subgroups.
For example: Shopping - Shoes - the task is to buy sneakers - subtask 1 is to choose a quality model with a vibram sole. Subtask 2 find running shoes for sale. etc.
Example 2: Work - SEO - site.ru - internal optimization - the task is to rewrite the text on the main page.
Also would like to see:
Russian interface, application for Windows and Android, notes (or comments) for each task and subtask. Different levels of priorities for tasks, reminders, etc.

All of the above is there, except that we didn’t develop applications, but limited ourselves to normal two-way synchronization with Google tasks, as a result, we use any application for Gtasks as a mobile client.
And with a full-fledged hierarchy of managers is not enough, yes. Apparently, few people need it.
