Is there a list of prohibited types of encryption (for importing equipment into Russia)?

The question was asked for debriefing on Fortigate and Tsiska equipment.

It is expressly forbidden only to encrypt information constituting a state secret with non-GOST ciphers. The rest is allowed, BUT! the import of encryption means into the territory of Russia is determined by the Decree of the Government of the Russian Federation of April 16, 2012 N 313. You can quite freely enter a piece of hardware with hardware encryption with, say, AES 256. Only for this you must first obtain an import permit from the FSB. If you import it yourself, then, accordingly, you need a license from the FSB for the importing company to import encryption tools, and a second license for maintenance and commissioning of encryption tools. Further, in theory, everything is simple - write a letter to the FSB and in a month you will be given a decision. And paragraph 3 of the resolution specifies exceptions for which it is not required to notify the FSB.
And I have never seen 100% GPL cheats on cisco equipment on the market.

It seems to me that for debriefing on equipment, you just need to look at the certification of the equipment of a particular vendor. No one will allow the vendor to import equipment in which this or that software is implemented, the use of which is contrary to the regulations of our country.
