Encryption legislation - export/import?

Dear Habrazhitel!
Question-case on the use of encryption - to lawyers.
There is a group of software developers in Russia, they wrote a program and sent it to customers in the USA for testing. The encryption program does not contain. Customers in the US added a copy protection system that uses encryption to the program and returned the program to Russia. Developers from Russia want to sell the program - in Russia and around the world.
Questions:
1) Is the US legislation on the export of cryptographic technologies being violated?
2) Is the Russian legislation that requires a license to import equipment and programs that use encryption violated?
3) Is an FSB license required to distribute encryption systems when selling this program in Russia?
4) Is an FSB export license required to sell this program abroad?
I would be extremely grateful for any information, comments and links on the topic.

Export restrictions on cryptography apply to cases where cryptographic functions are necessary for the core functionality of the software or device, i.e. if the device or software performs cryptographic data protection and this explains its cost. If a device or software uses cryptography for the purposes of protecting the control channel or copy protection, then this is considered not the main goal, no one prohibits the same SSH or cryptography built into Windows in the form of Microsoft CSP or AES functions in Intel processors, although this is a topic for a separate conversation.

The copy protection system is not with a hardware key by any chance?
