Cisco licenses - download, buy?..

There are 2 Cisco 3925 routers. By an unfortunate coincidence, they were purchased with NPE - i.e., without encryption.
Contacted suppliers. Suppliers said - they say, you need to buy:
ISR39-SW-SPARECD - SOFTWARE CD for ISR 3900
S39UK9-15204M - it's not clear what, but it costs $0.
L-SL-39-SEC-K9 - Security E-Delivery PAK for Cisco 3900 Series
Now the question is: is it necessary to buy a Software CD, or is a license enough, and the required IOS can be downloaded?
Or, if necessary, is it possible to buy 1 piece? And then the cost of this disk is almost a thousand bucks.

Is K9 needed for VPN, or for ssh?
If the first, and some violation of the law does not bother you much:
1) Download software from k9 from the site of the tsiska. Or you can download it from torrents by checking md5 with ciskin, since they let you see it even if you don’t have the right to download it.
2) Enable eternal trial: "license accept end user agreement" and "license boot module c3900 technology-package securityk9". Just keep in mind that at some point the trial may cease to be eternal. However, there are no problems on all current lines.
