Is there a JavaScript library that provides cross-browser click and touchstart?

iPhone

There is a div block . On some devices, clicking on it works fine without problems (Android, desktop), but on the iPhone / iPad it does not work correctly.
For example, I implemented the logic that one click on a div selects it, and a second click on it performs some function . On Android and desktop everything works fine. But on iPhone/iPad, on the first click, the function immediately fires, without waiting for the second click...
Are there any JavaScript libraries that provide cross-browser click and touchstart? To make the click on all devices work the same .
