Is there anyone who used at least some way of Apple Business Manager?
Maybe there are at least some methods to register in it?
There
is a DUNS number, but it does not let in

You can only register with ABM on behalf of a legal entity. a person who is registered in the country where ABM operates.
At the same time, you can use some of the possibilities of ABM in Russia.
You cannot use DEP in this case, since the devices must be purchased and linked to ABM in the same country where the person is registered.

I am currently dealing with the same issue. DnB support says that there is no phone number in DUNS, but it is needed when registering with ABM.
In order for it to get there, contact information should appear in the extract of the register for your legal entity (you need to write an application for registration of changes in the form P13014 to the Federal Tax Service).
As soon as your updated statement appears on the regul website, create a case on the DnB website to update the information. DnB will update the info and you can register.
I also called the Russian Apple support, they have little information, but they say that it should work if duns is valid.
