Is there a difference in advertising a mobile application through AdMob or AdWords?

something I do not understand through what you need to advertise. What is the "Campaigns" section in admob for? I thought there you can create an advertising campaign. I tried, created and there is no advertising

In AdMob, "own ad" is the display of your banners in another application of your own (called cross-promotion). Without going into details, it is easier for you to find the button for creating an advertising company in the developer console (on Google Play) - it will be AdWords. Everything will already be set up for mob advertising. applications, will be advertised in Google Play search, in "similar applications", in general, a more sensible waste than AdMob.

AdWords is a platform on the basis of which advertisements are created for search, the display network (banners on websites) and video ads on YouTube.
If you want to advertise on mobile devices, register with AdMob
