Is there a common software for trust assessment of a third party application under Windows?

In general, I would like to find some kind of universal solution that would allow you to evaluate applications for Windows and avoid installing unwanted adware or malware. The main requirement is a clear interface for the average user.

It is possible in security policies to prohibit the launch of applications without a digital signature.
"advertising or malicious software"
there are a lot of antimalware programs
** the topic of digital signatures can be developed through a system of trusted certificates
; I did not do this myself, but theoretically it is possible
if you are interested in repositories, that is, for example, Baidu app store and a line of free solutions from Baidu (although Baidu himself by itself one solid probe)

Norton seems to have something similar.
