Is the practice of banning a Yandex bot, supposedly to reduce the load on the server, typical for Russian providers? Does it make sense to move to another domestic hosting or immediately move to a cloud service like DigitalOcean

This not normal. Every webmaster should monitor his site. And write it yourself in robot.txt if he doesn't need it.
I recommend dumping before they ban Google too.
