Will Google and Yandex impose sanctions for display:none navigation links?

The question is, there is an online store, and there are SO many categories of goods, I don’t want to display everything in the drop-down menu.
I display the first 10 most popular categories, I leave the rest on the page for search engines, but hide them visually for users through display: none
This somehow negatively affects SEO, is it possible to get any sanctions from search engines for such manipulations, or is this a common thing?

It's obvious, it's the 21st century, search engines are well versed in styles) You should definitely not expect a positive impact on ranking.
