Is the book “Object-Oriented Programming in C++. R. Laforet (4th edition)”?

I'm starting to learn programming and trying to find the best book, and I have in mind the book "Object-oriented programming in C ++. R. Laforet (4th edition)" is it morally outdated (after all, 2004) or can you advise other books for beginners

The principles of OOP were formed already in the last millennium and have not changed dramatically since then, only the implementation in a particular language has changed.
So to understand the general essence, you can read.
