Is suitable gameplay possible?

In general, I want to play fallout 4, the characteristics of the laptop are 4-core processor, 4 gigabytes of RAM, 1 gigabyte video card. It's impossible to play when I go to diamond city (i.e. where a lot of objects on the ground drops to 0 fps). I will make a reservation that the game needs at least 8 gigs of RAM and a 2 gig video card. Found an option to buy RAM up to 8 gigs. But will it help? Because the video memory is a whole gig less. If anyone has experienced this, please post your opinion.

Evaluate a video card not by the size of its memory ... at least the model would be named. But judging by the fact that there is 1 gig, this is something very old.
Write down the real specifications, processor model, video card model, memory type (maybe you have DDR2?), then we will tell you your weaknesses, and what can be done about it.
