First memory, then ssd,
now I will explain. Although I am an ardent supporter of ssd instead of hdd and consider hdd only as leisurely data storages (movies, archives, backups), practice shows that a small amount of memory causes unnecessary calls to the paging file, which essentially generates unnecessary operations that affect performance. When there is enough memory, the system does not pull the HDD for swapping and the overall impression of the work is good. I have no doubt that you can put an ssd and the paging file on it will work faster, but I believe that if it is possible not to do some work, then it is better not to do it than to look for options on how to do it faster / less costly.
In general, put the memory, and then for the sake of comfort, buy an additional ssd, as soon as possible

SSD is more critical.
