Is scroll in Lion initially supposed to be visible?

It seems that it should be shown only when scrolling itself. And I always hang on a white background with borders (see screenshot).

Look in the system settings, there you can select the option you need.
And by default - it is shown only when scrolling.

There has always been and is scrolling, I don’t even know where you got the idea that it should disappear) maybe just in some kind of application like that?

With default settings, it has an interesting behavior, without a connected mouse - the scroll disappears and appears only when you scroll, and if you connect the mouse, it is constantly visible. (valid for macbook)
