Is there a way to bulk change/repair permissions in macOS Sierra?

Rights issues that have been going on since Mavericks have not been fixed. Once I sat under a different user, moved files to another account, changed file permissions, but minor unpleasant problems still arise: either the system asks for a password when moving a file, or a separate program refuses to update.
