Is Microsoft going to open an Azure data center in Russia?
The issue has matured thanks to the law on personal data. What if the project for work requires a date of birth, first name, indication of income, last name. Now you have to abandon azure with all its goodies and transfer the project to Russian servers, otherwise kirdyk?

Despite the fact that Softline is a partner of MS, it preferred to build its cloud on Parallels. Thirdly, the cloud services market in Russia, as well as around the world, will grow - and no one here will give it to Microsoft. Despite the fact that for ordinary guys like you and me, MS seems to be some kind of giant, for the rest of the major players in the market, this is just another competitor that would be good to eliminate.
In summary: the answer to the question "Will MS independently build a DC in Russia" - obviously, "no, it won't". It makes no sense, no one invests in such things without trying. The answer to the question - "Will MS partner with someone and deploy the Azure location on the capacities of this someone" - perhaps, but other market participants will not be happy about this. And other participants in the Russian cloud market have resources that MS does not currently have. I think that MS understands this and is in no hurry to meddle here even on a partnership basis.
Softline launched a hosting solution based on Microsoft Windows Azure Pack in its own cloud. In connection with new amendments to the personal data protection legislation, customers currently using Microsoft Azure (Ireland) can seamlessly switch to the Softline service, as they will be able to continue using the familiar management interface, but at the same time solve the problem associated with storing data on the territory Russia.
