Just ask the hosting provider where his servers are physically located.
Should be in Russia.
Many Russian-speaking hosters (usually small) host in France (at OVH) and Germany (at Hetzner). Buying just virtual servers.
Large Russian ones have their own iron servers and, of course, are hosted in the Russian Federation.
Sometimes the hoster explicitly states that they say we comply with certain laws.
But this is marketing.
As a rule, this statement is made for the state. offices that need to shift the responsibility to the host.
It is quite enough to simply ask the hoster (or punch by IP)
where his servers are located.

SmartApe (not ads) complies. Many acquaintances moved there, while there were no problems (both in terms of stable work and in legal terms).

Carefully study 152-FZ and do not mislead users with your topic.
152-FZ does not prohibit storing information on servers hosted in countries that have signed the European Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data.
Russia has signed it.

Yes, anyone who has papers and who in Russia
you ask the authorities what they mean normal?
as for me, if there is paper, then the formalities are observed and this is normal.

Full of those that have a legal entity in the Russian Federation.
And equipment in the Russian Federation.
For example, ruweb.net
Those who additionally declare compliance with this federal law also exist. But this is more for state offices and corporations - so that the official who makes the decision can always shift the responsibility, which, they say, these guys promised. In fact, nothing of the kind is required by the Federal Law to be declared from the hoster.
This is for example https://cloud.croc.ru
But for these promises you will have to pay extra.
