Is it worth trying to prove to Google that blocked "apps with similar functionality" should be like that?
A couple of years ago, I wrote an arm dispatcher and a complete application for masters for one customer,
a little later, the customer's acquaintances wanted the same ones, but branded for them and with a truncated set of functions in different ways.
Naturally made it banal by blocking functions that are unnecessary for customers.
I posted the applications on Google Play where they were safely downloaded by the masters of each of the offices until recently Google blocked them,
respectively, although initially this is one application, but the set of functions and the audience for all options are different and the applications are not interchangeable.
So is it worth trying to prove it to Google or will it be easier to rewrite?

there are successful cases, but it is very stretched in time -
try up to six months, with clear links to their rules, maybe you will convince yourself that Google is right))
