What is the correct way to request ACCESS_FINE_LOCATION permissions in 2021?

Somehow I wrote a small application for evaluating the dynamics of acceleration using GPS + an accelerometer, with a bonus display during operation of the speed using GPS. Background work is not provided.
App blocked: "Your app doesn't comply with the Location Permissions policy."
I shoveled through the instructions but did not find any recommendations on how to correctly request permission for geolocation in the speedometer application? Please advise how to correctly request geolocation? Or does it make sense to challenge the blocking, explaining that geolocation is not used in the background and when it is not needed?

p.s. When the new background geolocation requirements were posted, the app passed Google Play Policies without issue.

The application returned to the store, so I will describe the procedure, perhaps it will be useful to someone.
1. Prepared a new release of the application, just in case, completely blocked any background activity, so that due to an android error, the application would not remain working when not on the screen.
2. Prepared a Privacy policy, stating that I collect and analyze geolocation data to improve the application, although, of course, there is no actual data collection. To generate a privacy policy, I used the online service of the same name, which also offers a publishing service, everything is free. https://www.privacypolicies.com/
3. I threw the whole thing in for verification, after a couple of days the update passed moderation and returned to the store.
I assume that the main reason for the blocking was the lack of a Privacy policy, despite the fact that this was not a prerequisite for my application.
