Is it worth trying to develop skills in front end web design?

I develop in the front and, not being able to work full time, I earn extra money as a layout on the side / freelance.
Working in Russia, I realized that people just want a "beautiful site", without delving into how this site is made.
If you start saying that I am not a designer, but I need design for work, I can, to put it mildly, disappoint the customer. The proposal to use the services of a designer (mine), before starting to talk about the creation of the site, seems to be a failure. I don't think that buying a template from themeforest will suit them either.
Realizing that the client himself does not know what he wants, but wants everything at once, and preferably dealing with only one person, the idea came to learn how to do web designs. I tried something like this and realized that I don't know how to make cool designs. It seems that I will not go further than a good (more or less) design for a portfolio site.
Question: is the skill of web design acquired and is it worth developing this skill with a slight fantasy in web design?

If you are going to continue your work in the CIS especially freelancing then you must be multifunctional. And you need to be able to do SEO, design and analytics, etc. /

But knowledge is not redundant.
IMHO in the CIS, 9 out of 10 clients are sure that the site is 3 minutes and 1500 rubles because of the grief of one-day web studios.
If there is a desire. But in practice, a person begins to "pin" from one thing. That is, when I was engaged in layout, I dealt exclusively with it. Then the design pushed me, and I give the designs for layout to "colleagues in the shop" but I don't do it myself. But in general, I would advise you to know the basics of both, but delve into one thing.
There can be a billion opinions, and some believe that the designer should also make up. I don't think so if he has reliable people to do it for him.

Like any skill, web design skill can be developed with experience. of course, it is worth developing it if you are connected with web development, only with what emphasis (persistence) should you choose

I repeat, the main thing is experience (if you decide to seriously engage in web -design, you need projects, a mentor... work) depending on the choice of work - the skill will either fall or grow. You can support the skill on freelance, but in my case, over time, I began to lose interest. and only after returning to the studio did he earn again.
posting work for evaluation, in the professional community, can replace a mentor ... within reasonable limits!
