Is it true that the work of a system administrator in an organization with unlicensed software is inevitable in the realities of Russia?

I am a novice system administrator, in other words, an enikey worker. I could not find a job for a long time (about six months), and now, almost a week ago, I got a job in a new place, but have not yet been officially registered. It means it's not too late to quit. But the fact is that without experience, I am unlikely to be hired by a large company with 100% licensed software, and leaving here, I will most likely end up in exactly the same company, where things can be even worse.
I will be the only system engineer in the state there, because. few computers. There's another one on remote access if I need to ask anything.
The organization has ~ 15 computers, on which more than half have licensed windows, there is a licensed 1C, a licensed windows server, licensed antiviruses.
However, on the same licensed computers, there is a pirated office and other trifles, often even Nero, in general, office software.
And I have read stories about how they check and charge system administrators with a suspended sentence, a fine and a criminal record, and now I am afraid, I am afraid.
But the fact is that 100% licensed software is very few companies (usually large ones, like Sberbank). The conclusion is that most system administrators live with this risk all the time.
At the same time, reading a habr and a toaster on this topic, in the comments I got the feeling that everyone who writes everything licensed in offices and they don’t know troubles, and I’m the only loser who can’t find an office with licensed software. I'm in despair, at least give up your specialty.
Tell me, are there admins here who also work in companies, what do you think about this, how do you put up with it, what do you plan to do about it? Is it true that IT specialists in Russia are forced to take this risk, because it is very difficult to find a company with 10)% pure software, and what would you advise me?

It is better to convince to buy one office and put it on one machine, and to several users who actively use it, to rummage around for access. This is also not entirely legal, but it will be almost impossible to undermine. You can scare the boss with a check from the security officers, usually the money is found.

- Draw up regulations for the performance of work related to computers, an order for the appointment of a person responsible for administration, orders for responsibility for installed software for each employee, cards for each computer.
- Take all this package of documents, conduct an explanatory conversation with the management - they say, I put things in order. The management signs everything, praises you for diligence.
What's the point? The regulations should contain a record that the system administrator is not responsible for the installed software, the responsibility lies with computer users. If the employment contract and official duties do not clearly state that the system administrator is responsible, then you are absolutely clear before the law.
Usually in "such" organizations it rolls. The main thing is to delegate responsibility, and then work properly.
