Is it true that sites created through the constructor are difficult to promote?

I read that sites created through the constructor are treated poorly by search engines and it is very difficult to get to the top on their pages, is this true?

Not true.
But you hack these sites while you optimize

Of course, it depends on the designer. If we talk, for example, about Narod.ru or Ucoz.com, then just the opposite, it is easier to promote them. Narod.ru is owned by Yandex, and Ucoz is owned by Khodorkovsky.

Yes, promotion is difficult, but possible.
Internal and technical optimization rests on the payment of man/hour of specialists (programmer, SEO specialist), or, if you do it yourself, on your own man/hour. And it turns out that in practice, optimizing a standalone CMS is easier and faster (cheaper) than a site on an aggregator.
Also, some tasks on the constructors are simply impossible to implement, and the impossibility of implementing some tasks is sometimes fundamental when optimizing the site.
As a result, it turns out that the designers are ideal for startups and getting traffic from advertising, but for projects focused on long-term development and getting traffic from search engines, a standalone CMS is preferable.

Well, of course, no custom automation and all sorts of goodies, in general, it is unrealistic to move beautiful ideas for most of the SEO ideas. If you don’t have any interesting SEO ideas, then in general it doesn’t matter, meta tags can already be filled everywhere

The complexity is in the convenience of work, but in fact, the PS does not care what you use there.
