Is it possible to use 10-15 seconds of a song on YouTube?

Hello!
Is it possible to use 10-15 seconds of a song in YouTube videos that is not distributed for free
Namely, Smash Mouth - All Star
Of course, I want to use it legally)
Maybe these 10-15 seconds will be regarded as a preview, an introductory piece of the track?

YouTube for copyright infringement of music labels is patrolled by a machine, not by people - it will block you the entire sound track, and then prove that it was “fair use”.
And yes, whether the music is distributed for free or not, strictly speaking, it does not matter. A sufficient amount of free
music has already been written and recorded , that is, one that can be used for any purpose, redistributed, created and distributed derivative works - use it. If you explain whether you intend to make your video free or not, I will give you a list of licenses under which you can safely use the recordings.
