How to broadcast without video encoding, from a file?

Are there any services that allow you to stream video from a file? With my Internet, you can’t conduct a single broadcast without glitches. Or maybe you can somehow configure the server so that it broadcasts remotely? I will be grateful for your help!

If you have few clients, then buy the cheapest (from $1/month) vps, put ffmpeg or vlc there and start broadcasting from a file with a couple of commands.
ps in general, the concept of broadcasting is defined by the fact that the source is not a file, but a real-time content generation device (a video camera, for example), otherwise just upload your finished video to any video hosting (the same youtube if you need it absolutely free) and distribute the link to people.
