Rationality of youtube video resolution?

After all, 360 is at least on mobile layout, if you check through chrome dev tools.
And when you open it through the browser on the phone, then there is 240 minimum.
144p is as useless for desktops as 1080 for mobile phones, because visually 480 is the same.

Does it make sense to have 144p on PC and 1080p on phone?
