Is it possible to unlock TDP i5 9300h?

Silly question, perhaps, but I would still appreciate a detailed answer.

We have i5 9300h - 2.5ghz - 4.1 Turbo on board.
At 100% load through aida64 it produces 3.7 / 8Ghz and TDP maximum 31w, the characteristics indicate that the nominal value is 45w and automatic reset to 35w. For me, it doesn’t even reach 35, but just these couple of points would give an increase to 4.1ghz.

Well, actually 2 questions ...
1 - Is it possible to unlock TDP to increase to 35w?
2 - Does it hurt somehow if TDP is set to 25w?
(The second question relates more to throttling, but that's another story)

The problem, most likely, is that the cooling system can no longer cope, so the processor does not reach the declared power.
Clean the fans, radiators, change the thermal paste - service the cooling system and everything should work.
