Is a processor with an HDD more powerful or weaker with an SSD?

Greetings. The question arose of buying a good laptop, due to the inoperability of the old one. There is a choice:

Not a gamer, I can do anything play, but very rarely and these games are not new. Needed for work, business, to work quickly, productive, durable. It is planned to work in Compass, Autocad, inventor, also maintain an online store, work in a multitasking environment. In general, I want a really decent and high-quality device. It seems like you want a more powerful processor, but many say that there is no way without an SSD now, although you can put it like that. On the other hand, the processor has not encountered AMD, there have always been Intel, so it’s somehow more familiar to them.
Tell experts on your experience, which of these options is better? If you can suggest something else, I would be grateful. (But not more than 40 thousand of course))

There is no way without an SSD now, but replacing an HDD with an SSD is not too difficult, while changing the processor on a laptop is mostly unrealistic.
Take c normal processor and SSD. If the problem is with money, you can take it with a normal processor and buy an SSD as soon as possible.
