Is it possible to translate scientific videos or scientific articles without the permission of the author and without commercial use? Just translate and post on YouTube? Is this fair use?

The answer to the question in the title is yes, you can translate.
It’s more difficult with uploading - it depends on the license of the original and the jurisdiction in which you upload (this is not about YouTube, but in general).
In the case specifically with YouTube, their EULA and US laws are also added. In many cases it is possible, but I'm sure not in all.
