Where to read (laws, articles) about the modification of images up to the creation of a new work?

I have repeatedly come across works on the net that are presented as copyrights, which, in fact, are derivatives of the works of other authors. It’s elementary that a person takes someone else’s photo, makes a photomontage of one degree or another, and the work becomes, as it were, a new work, which protects against persecution by copyright holders (I also met this pleasant fact mentioned). Can someone clarify this point or provide a link to the relevant articles in laws / precedents? First of all, they are interested in materials relevant to the United States, but I think the topic will be relevant for our country as well, so share whoever can.

Civil Code of the Russian Federation, art. 1260

3. The translator, compiler or other author of a derivative or composite work shall exercise his copyrights subject to the rights of the authors of the works used to create the derivative or composite work.
4. The copyrights of a translator, compiler and other author of a derivative or composite work shall be protected as rights to independent objects of copyright, regardless of the protection of the rights of the authors of the works on which the derivative or composite work is based.
