Can't send dmca complaint. What's wrong?

I am a freelance journalist, all the best time of the day, please help me figure it out, maybe someone has come across something similar.

They stole my article, but I can’t file a dmca complaint with google
Wrote an article, it passed the editor and it was posted on a news site (I can’t indicate the company name and URL because I signed the NDA). I definitely wrote it myself, the text is large and original, about 5000 characters and 100% unique.
They stole the text: A
third-party resource stole the article and brazenly posted my material on its website verbatim, without links to my article as the primary source (no one gave any rights to republish the materials).
What I did:

Filled in all fields correctly. My editor tried to file a complaint again, from her account.

Google does not respond to emails, the site that stole the material also, and I can not get paid from my editorial office, because it is not clear whether I sold the article two sites or not. Who had a similar write, what kind of mistake is this, all the best!

If you wrote, then you have a source.
If the rights are violated on the territory of the Russian Federation, then through the court, at least, you can ban the show, but for this you will need to spend money on a notary and lawyers.
What is important to you - in that vein you need to work.
90% plagiarism on the net.
At one time he bothered himself, then he gave up on it. in most cases it's not worth the candle.

Google is not responding to emails.

Google never answers them. Therefore, let's say, if you managed to pass through mail - it's easier to start it again than to prove to Google that you are not a deer.
I don't see the actual text with the url in the form. And presumably, without a url, the complaint will not be accepted :)
JFYI: It's impossible to steal an article, it's an intangible object :) You can steal content, you can publish it without permission ... I gave up on this a long time ago - firstly, let your head hurt about it from the magazine - I got my fee :), and secondly, it seems to me that this is only a plus for the magazine ...
