Is it possible to transfer domain mail to a new google account?

There is a site that has a domain mail from Google.
All passwords from the account have been lost and cannot be restored.
Is it possible to make a new account and reconfigure domain mail, and can there be any problems due to the fact that 2 accounts with the same domain are connected on 1 service?

In order to connect a domain to a Google account, you only need a password from the DNS provider or domain registrar, if DNS is served by it.
I'm not sure how Google reacts to trying to connect the same domain a second time, but in its purest form, the procedure looks like this
1) Make an account and specify which domain it will serve
2) Send MX and, if desired, CNAME records to Google servers (this is done on the DNS provider)
3) Create a TXT record on the domain that confirms that you own it (this is also on the DNS provider)

It will not be possible to create a second account for the same domain, first you need to somehow "untie" the old one (this G Apps option will be offered in the process).
