Is it possible to transfer a domain in the .ru zone to a non-Russian registrar?

There is a domain in the .ru zone, registered through Rucenter, hosting is located in Holland.
Is it possible to transfer this domain abroad, to any country other than Russia?

There is, but it will not bring the expected result. At a low level, the zone is controlled by nic.ru, with requests to "close" it comes to him, regardless of who registered the domain. (and there, if possible, they substitute the registrar, and if not, nic.ru exposes itself to public anger).
However, the Roscompot selects domains very rarely, it is easier for them to add a domain to the file (already in any zone). They are too lazy to deal with the source of crimes, they would rather “close their eyes” to some Russian users by blocking.

you can transfer it, but it will not give anything, except perhaps for the convenience of payment (and even then, both PayPal and credit cards are already accepted in RU) and possible small-scale raiding (again, a large RU registrar will not play with this) - a foreign one simply acts as a reseller, by a court decision, the domain will still be closed, and the foreign one will simply ask you for a letter about it

Just see the list of those who are accredited to the domain zone.
I remember there were several non-Russian ones, for example, the Germans.
