You can install any web server so that you can connect to it from the outside - port 80 must be open on the computer. If the port is closed, then you need to check the firewall settings (antivirus with a firewall). If the computer is connected to the provider through a router, then port 80 to the computer must be forwarded on the router.
And yet, a fixed IP does not always mean an external one.
