Is it possible to take someone else's code (for example from github) and upload it to launchpad.net?

I saw a lot of software and libraries that are distributed only in the form of source code. So, is it possible to take the code, build a program or library, and upload it to launchpad.net, (of course, leave all copyrights)? If so, under what licenses can you take the source code. If I understand "free licenses" correctly, then anyone can take the code and freely distribute it, and probably binary assemblies.
