How to use the free software of an educational organization?
We are acquiring a new computer class and we need to purchase software, which includes operating systems, an office, and programming environments. It would be possible to use free software, but after consulting, they told me that it cannot be used without software purchase documents, i.e. such software is intended for home use. I would like to clarify this issue here, among reputable IT specialists. How can we use free software, under what conditions, if not, then I would like to receive advice (especially regarding the most advantageous purchase of software). Thank you in advance!

in theory we don't have free software in nature. there is one donated. or for some program. you can use whatever you like. if they want to fry you ... then they will fry for a fee

It is unlikely that the situation has changed since then.
In the case of free software, Article 1286.1 is currently in effect. "Open license to use a work of science, literature or art" of the Civil Code of the Russian Federation.
So they are trying to dirty deceive you (probably, interested persons and out of selfish interests).
If you get to the point of paranoia and try to hide behind as much as possible, then print the software licenses (Apache common, GPL, etc.), notarize them and show them to the inspectors during the check. In practice, they will find fault with you only if the inspectors are incompetent or at least something from you.
