Is it possible to submit an app to the App Store without a Mac?
Let's say there is an application on React Native and a desire to add it to the App Store, but there is no macbook. As far as I understand, raising a virtual machine with macOS and Xcode will not work, because in order to list the application in the App Store, I need to purchase a developer license for $ 99 per year and link my macbook to an account. Is it really impossible to send applications without having a poppy? I suppose that will be the question of what kind of developer I am such that I can not afford a poppy. Answer: beginner.

Creating a developer account is free, but if you want to post an attachment, you will have to pay. You don't have to buy a Macbook for this. But you need to have an iPhone to download the build.
