Is it possible to set up remapping of Modify Keys for an individual program?

Tell me, is it possible to somehow configure the reassignment of the "Modify Keys" in OSX for a separate program? I remapped the "Ctrl" and "Command" buttons as shown in the screenshot - so that the "Ctrl" button can be used to perform standard actions (copy, save, etc.):

This works correctly in some programs (Photoshop) , while in others (Blender), the actions assigned by the program to the "Ctrl" key stop working.
