Is it possible to restore a completely dead system through the F11 button in acronis?

For example, the system does not boot at all, nothing helps. Is it possible to press F11 and select the tib backup file and then restore the OS from it ?? Or doesn't it work like that?

The question is incorrectly worded. If the computer does not boot at all , then you do not need to pull Acronis or the F11 key by the ears. And in your case ...
The first thing to start with is checking the iron. Make sure power is being supplied. Substitute a replacement (first of all, RAM, then a processor) with a known-good one. In the desktop, insert the "Port 80" diagnostic board and, at startup, observe the POST codes on its indicator (in a laptop, this is much more difficult).
If the iron is completely dead, and the desire to get to the bottom has not disappeared, then the complex and expensive aerobatics with a soldering iron and an oscilloscope begins. Only the most stubborn geeks go for this, and only in private (in official SCs in such cases they usually stupidly change the motherboard, for half the price of the computer, or even more).
