The easiest way to clone is through Acronis truimage (livecd) with universal restore.
1. Install Windows on a reference PC with drivers, browsers, archivers, etc. additional software.
2. Make a syprep.
3. Capture the image using dism /capture-image.
4. Prepare the file system on new hard drives according to the type of disk (MBR or UEFI).
5. Deploy the image with dism /apply-image.
6. Use bcdboot to create a bootloader.
