I ran into such a problem that after replacing the video card, my Windows periodically starts to slow down, so that the mouse moves in jerks and the sound "crumbles".
This can happen both during "Games", and just when listening to music and viewing cats in the browser.
When this joy arises, the percent (according to the dispatcher) is usually loaded by 70-100% percent, and 10-30 of them are "System interrupts". In this case, the load on the GPU can be any from zero to 100% (depending on what is running on my computer) The

Antony , it's not clear why you attached the data on the disk. He's here, for sure, nothing to do with it. I suppose that after replacing the card, driver files remained in the system, which cause a general conflict in the operation of the entire OS. In your place, first of all, I would completely reinstall the OS. I give 90% that this will solve the problem.
