Is it possible to register a developer account on Google Play after blocking the first one?

I haven't run into this problem myself yet, but still. We all know that Google tracks unwanted developers by ip / card number and does not allow them to register again. So, if, purely theoretically, you move to another place of residence, to another city / country and re-register an account (after blocking the first one), of course, with a different credit card, will the registration pass?
