Is it possible to rebuild the USB cable so that it not only charges the phone, but also transfers data to the computer?

I'm trying to get contacts from an old Samsung. I found a Chinese universal charger USB-phone, like this - st1.stblizko.ru/images/product/002/715/702_big.jpg
The phone is charging, but it does not connect to the computer. I thought it was the phone, but the brand new android behaves the same way. Question - what affects the fact that the phone is charging, but does not transmit data: cord, wire, the connector itself to the phone? Is it possible to cheat something out of what is?

No, you most likely need to look for the "DATA cable" diagram for your phone.
There is a microcircuit between the usb connector and the phone connector.

No, you need a new cord. It has 4 cores, two of which are data + and data-. When they (these dates) close, only charging occurs! Most likely your cord is broken. It will be easier to change than to find a breakdown
