How to organize control of another computer not via the Internet / LAN, but for example via USB?

Good afternoon!
The task is somewhat strange.
There is a computer that needs to be controlled remotely, but which cannot be released to the Internet and which cannot be allowed into the local network. Thus, it is necessary to organize communication using some other protocol.
While such a bundle is being built - computer 1 is traditionally controlled through remote administration programs (Team Viewer, AnyDeskt, AmmyAdmin, etc ...) a tricky cable is already going from it to computer 2 - and the same screen-mouse-keyboard is transmitted there, but... by the USB protocol, let's say.

Put another network card on PC 1, set up a network only between 2 PCs? and control via VNC for example.

A person has no understanding of what the Internet and a local network are. Network access can be restricted on the router. And for management it is better to use standard VNC, RDP solutions.
But if you really need it, then hardware access is also possible - called IP-KVM - it connects instead of a monitor and via usb and transmits data in TCP-IP networks.
