Is it possible to prevent scrolling outside of a block?

There is a block with scrolling.
For example, comments on the Toaster ( screenshot )
If you hover over this block and start scrolling, then when the bottom border of this scrollable block is reached, the entire page starts scrolling.
Is it possible to prevent the entire page from scrolling while the cursor is on this block?

It is possible, but unnecessary. This will add a lot of inconvenience to users.
