Is it possible to pay users money?

I develop a system - the client pays money to me through the payment system on the site (previously - Yandex.Money), I take my commission as a percentage of the payment - and pay them to another category of users.
Those. I act as an intermediary.
The question is how technically and legally it will be correct to issue payments?
Will I have to pay taxes on the entire amount entered into the system, or only on the percentage I receive?
What system will be convenient to use in my case?

according to the rules - you pay from your interest and personal income tax from payments to users,
but pitfalls - only with an accountant who has encountered this

Personal income tax is paid on income, not on profits. Accordingly, if you do not register a legal entity or individual entrepreneur, then pay from all the money you receive. Where and how you then spend them is your problem.
