Is it possible to organize a social network on the simplest hosting for 120 rubles? By stages of popularity, move to a more expensive hosting? Will advertising from google, yandexa bring profit from 2000 users?

1. 2000 users, sorry, this is not a social network.
2. 2000 users - no income from advertising.
3. To achieve such regular attendance is extremely difficult. I would count on a year of promotion at least. If you are lucky, it will be 2000.
So you will not have such a problem - as a high-load project.
And, by the way, 2000 is not a load, but it's funny.
4. There are free hostings (they are free up to some load limits), I have several projects on these. Spin for years for free. Once every six months they ask for $ 1, as I go beyond the free limit. Google AppEngine, OpenShift, etc.
The disadvantage is that it is programmed there in a modern fashionable way. The classic software of the website, if you install it there, eats up the entire free limit at once.
5. 120 rubles a month is ridiculous. Once again, do not drink beer - pay for a month.
6. Good distribution of load helps. For example, I have video files on a specialized cloud storage - I throw in 100 rubles for three months - and there are sooooo many video files there. And good attendance.
