There is a computer on Windows Server 2016.
There are two sets of mouse, keyboard and monitor.
Is it possible to make each monitor have its own account?

Everything except multipoint violates the Windows license agreement.
From the experience of using in large quantities, I can say that hemorrhoids are still the same (I tried different products). Especially if there are more than 4 jobs. Mice with keyboards can jump from one workplace to another, id and other parameters of cheap mice / keyboards can match and do not want to work at the same time. A hung browser in one workplace can create hell for other users. You need to reload all together.
If you have this not a single place, but on a large scale, especially if you need to use usb extension cables - this is hell and sadness, you need another solution. If there are 1-2 places, you can try the same multipoint, aster, bitwin, as described above.

Perhaps one of the simplest solutions is to use thin clients.
For example Thinstation.
You set up booting over the network and each user works on his own and does not interfere with anyone.
