1) the %USERNAME%\AppData\Roaming folder should be moved within the roaming profile, it was made for this; all adequate applications put everything that should ride with the user here. Incl. settings, if they are not in the registry;
2) in Outlook, you can always put the data file wherever you like. The default location for PSTs is Outlook Files in the Documents subfolder, which seems to be in your driveway. OST-shki are in AppData\Local and are not subject to roaming, because. are a local cache of IMAP accounts.
